In my experience helping hundreds of scam / blackmail victims, blackmailers are bluffing.
Do not pay him anything.
If necessary change your phone number or create a new email address.
Is visiting holy shrines (dargahs) or graves haraam in Islam?
Block and stop all communication with him.
